New York needs a Mayor who can deliver results, not rhetoric—someone who understands both the structural challenges we face and the strategic partnerships we need to overcome them. With nearly 20 years of experience driving civic innovation, philanthropic impact, and economic development, I am running for Mayor of New York City as a write-in candidate because I believe we deserve a government that reflects our best potential—not our worst frustrations.


My administration will be a reset. Not a campaign of slogans, but a governing agenda grounded in rigor, respect, and results. The following position papers offer a roadmap to serious reform, strategic investment, and a city that truly works—for everyone.



Policy Brief: MODERN GOVERNANCE

From Bureaucratic Breakdown to High-Performance Public Service

New Yorkers deserve a government that is responsive, transparent, and efficient. Our current systems are outdated, siloed, and opaque—resulting in slower services and diminished trust. My administration will usher in a new era of performance-driven government, rooted in transparency, digital modernization, and empowered public service.

We’ll launch a comprehensive Citywide Performance Review in the first 100 days, establish a public-facing Data Transparency Hub, and partner with technologists to streamline permitting and service delivery. With smart hiring pipelines, we’ll bring in a new generation of public servants prepared to innovate.

Outcome:

  • Faster response times across public services.

  • Greater transparency in city budgeting and agency performance.

  • More efficient permitting and regulatory processes.

  • A reputation as a national leader in digital public service delivery.



Policy Brief: CORPORATE PARTNERSHIPS FOR PUBLIC GOOD

Unlocking Private Sector Potential for a More Equitable City

We will reimagine the relationship between City Hall and the private sector—not as adversaries, but as partners in progress. By aligning public incentives with private responsibility, we’ll mobilize business to invest in local talent, infrastructure, and inclusive growth.

Through a new Civic Innovation Council, local hiring incentives, and a City Partner Seal, we’ll create clear, measurable pathways for companies to uplift communities. Anchor institutions like hospitals and universities will be key allies in transforming neighborhoods.

Policy Brief: BROAD BASED ECONOMIC DEVELOPMENT

An Inclusive Economy Rooted in Local Strength and Global Reach

A city as complex as New York needs a development strategy that reaches every borough—not just a few zip codes. My administration will pursue broad-based growth by investing in commercial corridors, supporting anchor industries, and empowering local ownership. Economic development must not only attract outside capital, but build community wealth and resilience from within.


We’ll create a Borough-Based Economic Development Framework aligned with local needs—from green industrial zones in the Bronx to creative manufacturing in Brooklyn. We’ll expand commercial rent stabilization tools, fund co-op and employee-owned business development, and use public land to incubate mission-driven enterprises. And we’ll align tax incentives with clear community benefits—like hiring, training, and youth opportunity.

Outcome:

• More good-paying jobs and small business growth outside of Manhattan.

• Stronger neighborhood economies and commercial corridors.

• Transparent, performance-based public incentives.

• A more equitable distribution of investment, ownership, and opportunity.


Policy Brief: PUBLIC INTEGRITY & LEGAL ENFORCEMENT

Restoring Public Trust through Oversight, Reform, and Fairness

A just city is a city where laws are enforced fairly and institutions are held accountable. My administration will strengthen the City’s oversight infrastructure—ensuring that ethics, procurement, and public conduct standards are enforced with clarity and consequence.

We will modernize the City’s inspector general network, expand whistleblower protections, and increase transparency around public contracts, lobbying, and campaign finance. No one—whether public servant or private actor—should be above the law.

Outcome:

  • Greater public trust in the ethics and accountability of city government.

  • Stronger legal oversight of city contracts and programs.

  • Expanded tools for whistleblower and misconduct reporting.

  • A city where integrity is a governing principle, not a talking point.


Policy Brief: PUBLIC SAFETY AND CRIMINAL JUSTIC REFORM

Safe Streets, Just Systems: Rebuilding Trust and Accountability

Every New Yorker deserves to feel safe—no matter their neighborhood, race, or income. Safety and justice are not opposites; they are inseparable. My administration will modernize policing with a focus on accountability, mental health response, and community partnership.

We’ll invest in violence interruption, trauma-informed crisis teams, and data-driven deployment. At the same time, we’ll reform pretrial detention, end unnecessary incarceration, and expand reentry services to reduce recidivism.

Outcome:

  • Reduced crime and increased clearance rates through modern, community-informed policing.

  • Fewer nonviolent offenders held in jail due to poverty or bureaucracy.

  • Expanded alternatives to incarceration and mental health-based response systems.

  • Rebuilt trust between NYPD and communities through transparency and shared accountability.



Policy Brief: Working Families & Childcare

A City That Works for Parents and Caregivers

New York cannot thrive if working families are left behind. We will make the city more livable for parents by expanding universal childcare, improving access to afterschool programs, and pushing for paid family leave and caregiver support at every level.

My administration will create a NYC Childcare Corps to staff early care deserts, invest in childcare provider support, and incentivize employers to be family-friendly. Care work is infrastructure—and we will treat it as such.

Outcome:

  • Expanded affordable childcare options across all boroughs.

  • Increased workforce participation by parents, especially women.

  • Better wages and support for childcare workers.

  • A stronger safety net and opportunity ladder for working-class families.



Policy Brief: CIVIC ENGAGEMENT & DEMOCRATIC INNOVATION

A More Empowered, Participatory City

Democracy doesn’t end at the ballot box. We will revitalize civic life by expanding participatory budgeting, modernizing the NYC Votes system, and fostering inclusive public engagement across every agency and borough.


We’ll launch the NYC Civic Academy to train and elevate emerging civic leaders, invest in digital tools that make city feedback accessible and impactful, and pilot civic innovation labs to co-design public solutions with residents.

Outcome:

  • Higher voter turnout and expanded civic literacy.

  • More representative public decision-making.

  • Greater trust in government through transparency and inclusion.

  • A culture of everyday civic engagement that reflects NYC’s diversity and dynamism.


Policy Brief: EDUCATION & YOUTH DEVELOPMENT

Investing in the Next Generation of New Yorkers

Education is the foundation of equity, innovation, and civic life. We will invest in a seamless educational experience from early childhood through college and career. That includes expanding universal early care, strengthening K–12 school funding, and partnering with CUNY, unions, and local employers for college and vocational pipelines.

We’ll restore arts, civics, and STEM education while modernizing school buildings and empowering educators with the tools and respect they deserve.

Outcome:

  • Improved outcomes and engagement across public schools.

  • Expanded access to early childhood and afterschool programs.

  • Greater alignment between education and workforce development.

  • More equitable educational resources across all boroughs.



Policy Brief: CLIMATE & ENVIRONMENTAL RESILIENCE

Preparing NYC for a Safer, Greener Future

Climate change is a local crisis with local solutions. We will center climate justice by expanding green infrastructure, preparing for rising seas, and investing in clean energy innovation. My administration will prioritize frontline communities in climate adaptation plans and green job investments.

We’ll also make NYC a national leader in sustainable building standards, emissions reductions, and local energy generation.

Outcome:

  • Cleaner air, cooler neighborhoods, and greener buildings.

  • A safer, more resilient coastal infrastructure.

  • A growing green workforce reflective of NYC’s diversity.

Policy Brief: TRANSPORTATION & MOBILITY

A City That Moves Faster, Fairer, and Safer

We will make transportation more accessible, efficient, and equitable—whether by bus, bike, train, or foot. I’ll champion full accessibility, safer streets, faster bus service, and equitable infrastructure for every borough.

While the MTA is a state agency, the City must lead on the rider experience, transit equity, and street-level infrastructure.

Outcome:

  • Improved commutes and reduced congestion.

  • Safer streets for pedestrians, cyclists, and drivers.

  • More accessible stations, sidewalks, and transit options.

  • Infrastructure that supports economic and climate resilience.



Policy Brief: HEALTH & MENTAL HEALTH EQUITY

Care That’s Local, Integrated, and Just

Health is a human right. We will expand access to urgent care, mental health services, and preventative care, especially in under-resourced neighborhoods. School-based wellness centers, community health workers, and harm reduction will be pillars of our strategy.

We’ll treat mental health as core city infrastructure—not an afterthought—and partner with hospitals and CBOs to provide care where people live, work, and learn.

Outcome:

  • Increased access to urgent and preventative care.

  • Improved outcomes for youth and vulnerable populations.

  • Reduced stigma and crisis through expanded mental health services.

  • Health equity as a measurable citywide priority.


Policy Brief: CIVIL RIGHTS & LIBERTIES

Protecting Freedom, Dignity, and Democracy for All

New York must remain a beacon of liberty and justice. We will protect LGBTQ+ rights, reproductive freedom, immigrant safety, and religious expression. City services and policies will be designed to uphold dignity and fairness.

We’ll expand enforcement of anti-discrimination laws and create safe, affirming spaces for all New Yorkers—regardless of background, identity, or ZIP code.

Outcome:

  • A stronger, more visible civil rights infrastructure.

  • Greater safety and belonging for historically marginalized communities.

  • More accessible legal protections and support systems.

  • A clear message: hate has no home here.


Policy Brief: ARTS, CULTURE & PUBLIC SPACE

Fueling the Creative Soul of the City

Culture is a cornerstone of New York’s identity and economy. We’ll support artists, restore libraries, expand arts education, and revitalize public spaces. Every neighborhood deserves access to beauty, creativity, and communal pride.

From festivals to public art, we’ll make NYC a canvas for civic imagination and shared joy.

In the 21st century, digital access is a civil right. We’ll expand broadband to underserved areas, simplify digital government, and invest in tech workforce development. My administration will make city tech smarter, faster, and more user-friendly.

We’ll also support open data, innovation ecosystems, and digital literacy across all ages.

Policy Brief: ACCESSIBILITY & INCLUSION

Designing a City That Works for Everyone

New York must be navigable, usable, and welcoming to people of all abilities. We’ll fund accessibility audits, adaptive transit, and inclusive design in all capital projects. Hiring, public engagement, and service delivery will be built with accessibility from day one.

We won’t just comply—we’ll lead in inclusive civic design.

  • Better access to city facilities, services, and transit.

  • Greater civic participation by people with disabilities.

  • More inclusive planning, policy, and design.

  • A city that reflects and respects every resident’s dignity.



Policy Brief: NEW YORK & ISRAEL

Standing with Our Global Partners, Protecting Local Communities

New York City is home to the largest Jewish population outside of Israel and a global hub for interfaith and intercultural dialogue. As Mayor, I will affirm our city's commitment to supporting Jewish life, combating antisemitism, and fostering understanding across all communities.

I believe in the right of the State of Israel to exist in peace and security. I support a strong U.S.–Israel relationship rooted in shared democratic values, economic partnership, and global cooperation. At the same time, I believe we must uphold human rights and dignity for all people—and create space for open, respectful dialogue about peace and justice.

Locally, I will ensure New York remains a city where Jewish New Yorkers feel safe, supported, and celebrated. That means funding community security, cultural institutions, and education initiatives that build bridges across difference.

Outcome:

  • Stronger city partnerships with Jewish civic, cultural, and educational organizations.

  • Increased protection for synagogues, schools, and community centers.

  • Expanded city-led efforts to combat antisemitism and all forms of hate.

  • A globally aware city that models both pride and pluralism.



Policy Brief: IMMIGRATION & NEW YORK’S GLOBAL ROLE

Protecting Newcomers, Embracing Global Strength

As a global city built by immigrants, New York must continue to welcome those seeking safety, opportunity, and dignity. We’ll expand legal aid, language access, and coordination with community-based organizations to support new arrivals. Our city will be a place where immigrants are not just protected—but empowered.

Outcome:

  • Safer, more effective resettlement and integration services.

  • Increased access to legal representation and language support.

  • Stronger partnerships with immigrant-serving nonprofits and faith groups.

  • A civic culture that celebrates and defends immigrant contributions.

Veterans have earned our gratitude—and our support. My administration will expand access to housing, healthcare, and workforce opportunities tailored to veterans’ needs. We’ll also ensure visibility and belonging for LGBTQ+ and women veterans.

  • Reduced veteran homelessness and improved access to care.

  • Job pipelines and small business support for veterans.

  • Increased visibility and inclusion of all service members.

  • A city that honors sacrifice with service.



Policy Brief: URBAN DESIGN & NEIGHBORHOOD REVITALIZATION

Beauty, Belonging, and Borough-Based Planning

A well-designed city is a more livable one. We’ll invest in vibrant streetscapes, greenery, lighting, and public art while elevating community voices in land-use decisions. Every neighborhood deserves thoughtful, place-based design and resources.

  • More welcoming, walkable, and community-driven spaces.

  • Safer streets and greener blocks across all five boroughs.

  • Expanded resident input in planning and zoning.

  • Neighborhoods that reflect both heritage and hope.

A Nourished City is a Thriving City

Food is a basic human right. We’ll tackle hunger with expanded mobile markets, food co-ops, and city-funded meal programs. At the same time, we’ll support local growers, urban farming, and nutrition education to build a more just and sustainable food system.

  • Reduced food insecurity across vulnerable communities.

  • Increased access to healthy, affordable food options.

  • Strengthened local food economies and community resilience.

  • More children and families nourished with dignity.

Our city’s budget is a moral document. We’ll modernize budgeting with clearer transparency, participatory tools, and outcomes-based investment. Every dollar spent should be accountable to the people—and aligned with public benefit.

  • More equitable resource allocation across agencies and boroughs.

  • A more streamlined and efficient public budget process.

  • A City Hall that spends wisely, with purpose and prudence.




Policy Brief: WORKFORCE MOBILITY & INCLUSIVE TALENT DEVELOPMENT

Training, Connecting, and Elevating New York’s Workforce

Economic mobility starts with access to skills, jobs, and advancement. Too many New Yorkers are working hard but falling behind—locked out of the careers that offer stability and dignity. My administration will modernize our workforce system to match today’s economy, while anticipating tomorrow’s.


We’ll launch NYC CareerLink, a citywide talent platform connecting jobseekers with training, apprenticeships, and growth-stage employers. We’ll align CUNY, labor unions, and private-sector partners to create “Fast Lanes to the Middle Class” in fields like green infrastructure, tech, healthcare, and the creative economy. And we’ll fully fund wraparound support for those re-entering the workforce, including parents, veterans, and formerly incarcerated New Yorkers.

Outcome:

• Increased job placement and upskilling outcomes across industries.

• Stronger pathways from high school and college into careers.

• Reduced unemployment and underemployment in priority communities.
